[MC-19797] If you type /clear @a 41 all goldenblocks are removed from players including the item that you are currently draging in your inventory

What I expected to happen was...:
The item i dragged wouldnt be removed

What actually happened was...:
the item i dragged was removed

Steps to Reproduce:
1. let a commandblock run the command every 1 second or something.
2. then open inventory and drag a item
3. item = removed
4. REMEBER, ONLY IN CREATIVE THIS IS A BUG
