I was creating a world in modded Minecraft. then I noticed there were severe lag spikes (9 FPS) that make the game unplayable in other cases like raining : (3 FPS)
in rare cases, this decreased to 1 FPS even with 8 chunks

Unfortunately, your issue is invalid. You aren't using the latest version of Minecraft. Also, you are using mods (I know that is the whole point of your report, but those types of reports are typically not accepted on the tracker).
