[MC-198370] Snow Golems don't generate snow layers from older worlds

I update my old world to 1.16.2.

Now, Snow Golems won't left snow when they're walking.

Did they do it before updating? They do not produce snow in all biomes.

The biome is plains.

I just started a new world in 1.12.2 for testing.

No snow in plains either.

I created the world with 20w22a.
Updated to 1.16 Pre-release 2, updated to 1.16 Pre-release 6, updated to 1.16, updated to 20w28a and updated to 1.16.2

I uploaded the world 20w22a. This site won't allow me to upload bigger than 10.00 MB.

Like I said, snow golems do not generate snow in all biomes.
