Sometimes the server I host crashes because a tick took over 60 seconds to complete. The server does not save chunks on shutdown. This has been an issue on my server for a while and whenever it happens large amounts of progress are reset. It also sometimes duplicates items.
Relevant log info:

[20:09:54] [Server Watchdog/FATAL]: Considering it to be crashed, server will forcibly shutdown.

Steps to reproduce:
Start a vanilla 1.16.2 dedicated server.
Cause a lot of lag, such as by generating large numbers of chunks or summoning lots of entities
The server crashes, and upon restart, some actions will have not been saved.
