[MC-198989] Fisherman doesn't have secondary goal

Verification builds:

Java 1.16.2: YES

Repro steps:**

Create new world.
Find Village with Fisherman's hut
Wait for Fisherman to stand on the pier protruding from his hut
Observe the issue.

Observed results:

Fisherman doesn't have secondary goal to stand on the pier.

Expected results:

Fisherman has secondary goal and is able to stand on the pier.

Please specify what you mean with "secondary goal".

Secondary goal is that Fisherman has ability to stand on the pier in front of his hut.

this isn't bug but feature request, on feedback site you can post it. and if you want to post it there you should change the pier with next to water as this would be almost impossible.
