phantoms don't spawn in 1.16.2 server

in my minecraft server (2 players) we haven't slept for a lot of days, but somehow, phantoms do not spawn, even if the circumstances of them spawning are all met. I tried using the world we're in in singleplayer mode and they do spawn, but when we're on the server they don't
