Pillagers Patrol don't spawn

After obtaining a Bad Omen from commanders, when I arrive at a village the effect disappears and the raid begins but then no pillager appears.

Use a Bell to find out where the pillagers are, please do note they have a limited range so you will have to move it around the village.

Even using the bell they don't spawn.
