[MC-199310] Pillagers don't have their arms crossed when they are holding nothing

Steps To Reproduce:

Get a pillager to shoot 326 arrows
His crossbow breaks
He stands there like a player

Funny Side Effects:

He is passive

He is defenseless

He is basically a nucenince now only effects the raid progression
