In the spawn chunks, there are some areas, that do not correlate to any chunk border, in which my friends cannot place, destroy or interact with any block, but I, who is hosting the server, am able to fully interact with the region.
The region goes from y=0 to y=256, but its x and z are variables and don't seem to be correlated to chunk borders. Also, it only happened in the spawn region, but it might have nothing to do with it
The bug doesn't generate crashes and I wasn`t able to reproduce it in a singleplayer world with the same map, which by this point has 2GB for only the overworld and 4GB in total, being the spawn region the most populated area of the map, with the most constructions and storage/farms

I had the same issue, I am not using a vpn, I was just about to report this but found this one, I hosted the server but my friend could not break blocks in a certain area, then they walked like 20 blocks away and they could break a block
No I dont think so because when my friend leaves the area then breaks a block then comes back into the area where they could not break blocks, now they can again. also they have op
So I got it fixed. In my case, it was related to my friends Minecraft client who were using OptiFine 1.16.2 HD U G3 pre1 and for some reason on that version, it was causing this weird behaviour on the server. Not sure why.
I am facing the same issue. But it is not at the spawn location. It is inside a cave, some distance away from my spawn location. Unable to place or mine in a region. My friend who has hosted the server is able to mine it though
