[MC-199691] Snow layers generate incorrectly when a tree overlaps chunk(s) on snowy biomes

Usually in snowy biomes when a tree is generated, snow layers would appear on the tree but they appear under the tree when leave blocks from a chunk overlaps a neighboring chunk
