The Bug
The order in which the bucket of fish go in the miscellaneous tab is inconsistent with how they go in the foodstuff tab. It should go Bucket of Cod, Bucket of Salmon, Bucket of Tropical Fish & Bucket of Pufferfish

Reports about the sort order of the creative inventory are not accepted, see MC-1797.
@unknown that reports pertain to inventory problems on a large scale (like walls, slabs and other things) but if you look at MC-136553 that one pertain to a specific order like this report and was fixed also reports like MC-197140 & MC-182708 where given priorities and pertain to the order of the creative inventory and how it should be. Also this is inconsistent with how fish are ordered in the creative inventory. So I think this one at least needs to be reviewed for reopening due the inconsistency.
From now on, we only accept reports about "incorrect" creative inventory sort ordering if the items/blocks were added in the Nether Update (1.16) or later. All other issues will be closed as a duplicate of MC-1797, which has been marked as Invalid due to the fact it is seen as a feature request.
