[MC-199948] Stronghold can generate exposed on the surface (Y=62)

Stronghold can generate on the surface. Not above it, just the grass can be replaced with these bricks.

Confirmed. The stronghold generates exposed, but not any higher than sea level.

Can confirm in 21w03a using the provided seed and coordinates.

If anyone finds a seed that works in 1.20.3 and where this is still an issue, please create a new ticket. I am resolving this as not reproducible.
