[MC-200312] Sweet berry bushes don't have random growth upon world generation

Sweet berries have 4 growth stages, but only 1 is used when generating naturally. This is inconsistent with other crops.

To reproduce, use the seed -7731129598434884049 and run the following command:

/execute in minecraft:overworld run tp @p 461 64 -306 -180 0

Can confirm in 1.19. This issue can now be easily reproduced by standing on top of some grass blocks, using the "/place" command, and observing how sweet berry bushes don't have random growth upon world generation.
