Dispensers don't dispense conrete powder / sand / gravel as a block

ok, so the summary has it all described, I cannot be the only one that expects a dispenser to actually dispense concrete powder, sand and gravel as a block and not act like an expensive dropper dropping the item.

reasons for:

-concrete making, e.g. drop the item from a high distance onto a water logged slab with a hopper underneath, boom fully make concrete by hand without cheaty tnt duping (which i personally have a problem with)

-you can't push a dispenser with a piston, so no cheaty way of drying out an entire ocean monument with a simple flying machine

-expected use of a dispenser is to 'use' an item, not drop the item, e.g. arrows, snowballs, shulkers
