[MC-201919] Fish ai blocked when in waterlogged blocks

When fish find themselves in the waterlogged part of a block, their AI freezes. They can find their way into the block but cannot get out. Video shows they need help to get out of their situation.

First thing this is a Duplicate of MC-144050 also your Server is modified. Keep in mind that any modifications invalidates reports.
