If you light something on fire with a flint and steel and create a fire on the side or on the top of a block, a player needs to stand on it long enough to be hit a couple of times by it before the player is actually set on fire. This doesn't apply to mobs.

Isn't this intentional game design? If you quickly run through a fire in real life it will hurt, but you won't get set on fire. If you stand in a fire for a few seconds then you will get set on fire, so it feels more realistic
