Using cheats that are not included

So, when I was looking for errors, I came across one error that I didn't understand. For some reason, I can switch from creative mode to survival mode, and so on without using cheats. I can also turn off the rain, and teleport. I can say that in this world I have not touched or enabled the use of cheats, because when I find errors, I create a new world. I hope they hear me and correct me. Thanks.

Did you create the world in Creative mode? If you do this by default Cheats will turn itself on

Please provide a screenshot of your saves list in-game, and also reproduction steps on how you create a world where this issue occurs in.
