Villagers consume food when trying to breed, even if it fails

Problem:

Villagers will consume the food in their inventories when breeding, even if it fails (e.g: due to all accessible beds being already claimed).

Steps to reproduce:

**1. Spawn 2 villagers, give them exactly 24 carrots each.

2. Have 3 beds accessible to them

3. Wait for them to breed twice. The first one will succeed, the second one will fail but still consume the food. You can check this by being near any of them and running the following command:

/data get entity @e[type=villager,limit=1,sort=nearest] Inventory
