The bug
Standing inside 8 layers of snow does not suffocate the player, even though soul sand has the same hitbox size but does cause suffocation.
How to reproduce
Switch into survival mode:
/gamemode survivalFill the area surrounding yourself with 8 layers of snow:
/fill ~1 ~ ~1 ~-1 ~2 ~-1 minecraft:snow[layers=8]❌ No suffocation damage is taken
Expected behavior
The player would take suffocation damage when standing inside 8 layers of snow.

Can confirm this behavior in 21w40a. Here are some extra details regarding this problem.
The Bug:
You don't receive suffocation damage when standing inside of eight layers of snow.
Steps to Reproduce:
Switch into survival mode.
Summon multiple blocks consisting of eight layers of snow around you.
/fill ~1 ~ ~1 ~-1 ~2 ~-1 minecraft:snow[layers=8]Take note as to whether or not you receive suffocation damage as you do this.
Observed Behavior:
You don't receive suffocation damage when standing inside of eight layers of snow.
Expected Behavior:
You would receive suffocation damage when standing inside of eight layers of snow.
