[MC-203381] Dispensers do not immediately equip gear on zombies/skeletons/other such mobs

This is likely due to them requiring CanPickUpLoot to wear such items. But this doesn't seem right, since other mobs that dispensers can equip with gear such as villagers don't even have this tag in the first place and don't pick up dropped gear, yet are instantly equipped by dispensers anyway.

To me this appears to be MC-190027 based off of the current description rather than relating to it. Could you please clarify how the two differ if they are not duplicates, and add clear steps to reproduce along side expected & observed results?

Seems like a duplicate to me too. Also, naturally spawned villagers have CanPickUpLoot:1b.
