[MC-203558] Lighting a candle is sometimes delayed

Sometimes lighting a candle would cause the flame particles to not show up immediatly.

@Avoma, my bug report was published earlier, on the 4th November, and MC -204133 is duplication, done the day after.

This does not appear to be fixed in 1.17 Pre-release 1.
