You can't open shulker boxes when they are near a shulker entity

What I expected to happen was...:

Be able to open shulker boxes when they're near shulker entities.

What actually happened was...:

Shulker box just plays animation, can't open it.

If I right click a shulker nothing happens when near shulker boxes.

Steps to Reproduce:
1. Summon a shulker entity, or go to an end city
2. Place any color shulker box..
3. Right click it. It will not open.
