[MC-203600] Candles flash above cakes before they are placed

The bug

When placing a candle on a cake, for one tick, the candle appears on the block above the cake before actually being placed onto the cake.

How to reproduce

Place a cake
Place a candle on the cake
❌ The candle will appear above the cake for one tick

Hmm, I would say sort of, but not really? I'm not sure. Your issue seems like the cake is partially consumed when placing the candle before the cake is reset and the candle is put on top, but the issue I'm experiencing is that the candle flickers for probably one game tick at the block above the cake before merging with the cake.

This issue was forward resolved to MC-205440, because 205440 has a a Mojang Priority set. (Just in case anyone finds this report some time in the future!)
