Add gamerule for Social Interactions

Many of us older Minecraft players do not want to have social interactions enabled on our servers. This is transitioning Java to be more like Bedrock edition, and regardless all servers implement their own chat ignore options if they wanted them, this is why there are plugins in the first place. This is not something that Mojang should have stepped in and added. These types of features were always up to the server owners to add themselves.
