All UIs that you open with a key (Esc menu, inventory, advancements, social interactions, ...) always open as soon as the key is pressed. However, the F3 debug menu only opens once the F3 key is released.
As a result, occasionally the F3 screen menu doesn't seem to open at all when pressing F3(?)

Relates to MC-269205. @unknown yes, this was introduced in 1.9.
This was introduced in 1.9, and I believe this is intended so you can do debug key combinations (like F3+A, F3+Q, F3+D, etc.) without opening the debug menu
