Cannot extinguish candles while holding item with use functionality

Self-explanatory, you cannot extinguish a candle while holding a block, even if the block cannot be placed (such as cactus when there's no sand around, or weeping vines with no block above)

How to reproduce

1. Place a candle

2. Light it

3. Try to extinguish it while holding a block that cannot be placed
   ❌ -Notice that nothing happens
