Copper ingots cannot be found in loot table chests

Why?

Iron, gold, diamond can be found, so why not copper?

Copper ingots should not only has one obtaining methods.

I assume because they cannot be used as a tool material

Emerald also cannot craft tool and weapon, but can found in desert pyramid.
