full leather armor is not stopping the freezing effect and you are still able to take damage. unsure if this is intended

The same applies to villagers and I suppose other mobs wearing leather armor too.
Edit, just tested with a zombie, it too takes damage at the same rate as if not wearing any leather armor at all.
