Not sure if intentional or not, I think powdered snow should have frozen effect in creative mode, like in survival. This is present in Bedrock Edition.

I think it's intentional because the freezing effect would be annoying in creative. It's nearly the same as fire. You cannot burn in creative mode. Which is intentional.
