[MC-205096] Hardcore hearts lose all color when player is taking freeze damage

The bug

In hardcore mode, heath hearts lose all of their color when a player stands in powder snow and begins to take freeze damage.

Relates to MC-205043.

How to reproduce

Create a new hardcore world
Open to LAN with cheats enabled
Run the command /setblock ~ ~ ~ powder_snow
Wait a bit until you begin to take freeze damage

This bug means that the player can't see how much health they have remaining while they are freezing to death. Since this is hardcore mode, it is important for the player to know how much health they have remaining.
