Powder Snow isn't collected in cauldrons when snowing

Snow isn't collected in Cauldrons but rather water.

For easier testing I filled an area on altitude ~180 with cauldrons using /fill and toggled /weather rain

Eventhough my screen is clearly showing snow and I'm in the right biomes for snow it fills up with water.
