The snapshot changelog claims:
Leave a cauldron outside in falling snow and it will fill with powder snow
However, that does not appear to be the case in some biomes (e.g. mountains) – cauldrons there still are filled with water when exposed to snowfall.

I went to an Ice Spikes biome and tested this, placing cauldrons at different heights, and so far, none of them have any snow in them despite it constantly snowing.
Probably the same distinction of snow in snowy biomes vs. snow in cold biomes like with MC-135034.
@Dawn Sunset powder snow is very slow to fill cauldrons, much slower than water(intentional). You probably just didn't wait long enough.
Only works in biomes that have rain when under certain Y levels. Try it in ice spikes for example and it will work
