Powdered snow does not collect in cauldrons at high elevations where it snows. Instead, it fills with water (as though it were just raining). Powdered snow only seems to collect in exclusively snow based biomes (such as Tundras). Even in mountains where it is very clearly snowing, the cauldrons only fill with water – not powdered snow.
