Some mobs don't drop anything on death

So i'm trying to get some raw beef in my survival world, but every cow is not dropping any beef, even though it has 100% drop rate. This also happens with pigs and creepers, as far as i'm aware.

This does not seem to be the problom with me, The cows I killed droped 1-3 peices of beaf every time.

Also blazes don't drop anything. Dying on Powder snow is the situation that I tested however.

Do you use any data packs?

This seems to be caused by data packs that alter loot tables, see MC-205130
