[MC-205354] Hollow powder snow

When going inside a 2 block high powder snow block, the snow appears to be hollow. See attached.

Please provide the steps to reproduce?

Step 1: Place 2 powdered snow blocks above each other

Step 2: Walk into the blocks.

What exactly would you expect? The purpose of powder snow is that you can fall into and walk through it.

I'd at least expect the snow to be opaque inside. Instead, i get a hollow snow.
