This report is incomplete because your issue seems to not contain enough information, therefore, we can't understand what you mean.
Also, mobs won't pick up an enchanted thing, and they only pick up when the tier is better than the actual one.

Also, a fix can be found on a pack made by ZapPack https://www.planetminecraft.com/texture-pack/jappa-fixes-1-14-1-16/.
