If you stand on the edge of a pillar of powdered snow blocks with leather boots on. you are able to jump up the side of it, not the smooth climbing.

I am able to reproduce this in the latest snapshot 20w46a.
As far as I can tell, this doesn't affect just powdered snow. It also affects scaffolding.
