This is taking place on a multiplayer server. In the beginning, we had several pillager patrol spawns, but it has now been several real-life weeks since the last patrol was sighted. I personally wandered around the world far away from villages for hours without a single sighting of any pillager patrols.

It does not, patrols spawned normally when the server had just started. I still have the ominous banners from then.
Does the server have doPatrolSpawning set to false?
