The jump boost effect does not work when its applied with commands and the particles are hidden

works fine for me, did you run the command right?
something like this:

/effect give @p minecraft:jump_boost 123 12

Please provide the exact command used.

Here is the command that i used: /effect give @p minecraft:jump_boost 100100 255 true

 well if the amplifier is over 127, it makes you so you can't jump and if it's over 170 allows you to fall down faster
