You don't, sorry. You need to work at Mojang to get one. If you bought it off a sketchy website its definitely not going to work.

@unknown, you don't need to work at Mojang, users who have downloaded the Founder's cape have it, but they have disappeared from their cape menu, see MCPE-103568.

The founder's cape is only available on bedrock edition. It's no longer obtaineable. If you mean that it's not rendering inside of your inventory then I would recommend explaining it better and set a step by step guide on how to reproduce.
