Custom spawner NBT is lost if placed in survival mode

Placing a custom spawner when in survival mode places a default spawner, even having cheats on. In creative it works as expected and places a custom spawner

What command are you using to get a custom spawner?

The command i used was:
/give @p spawner{BlockEntityTag:{Delay:-1,MinSpawnDelay:400,MaxSpawnDelay:400,MaxNearbyEntities:5,RequiredPlayerRange:6,SpawnData:{id:"minecraft:boat",Type:"oak"},SpawnPotentials:[{Weight:1,Entity:{id:"minecraft:boat",Type:"oak"}}]}} 1
