Cannot Reproduce

Gravel never drops flint, even with maximum fortune. Either my luck is impossibly bad, or this is a bug.

Snapshots seem to commonly have these issues, try playing Release 1.16.4 instead of the snapshot

Do you use a datapack?

Skaijie No, I do not. Also, Chris, I try out the snapshots to find bugs and test new features.
