[MC-207031] Diamond Armor with Mending soaks up EXP but doesn't mend the armor pieces

Whenever I equip my diamond armor with Mending and pick up EXP, it has a random chance to soak up the EXP, but not mend it. This affects me mending my other items such as my tools and doesn't raise my EXP bar.
