[MC-207273] Sculk sensor doesn't work.

If you place sculk sensor on the ground and then with command /fill or /setblock place sculk sensor in the same place, sculk won't work.

I can also confirm this. To replicate, fly up a few blocks and run this command twice (/fill ~ ~-1 ~ ~5 ~-1 ~5 minecraft:sculk_sensor) - you will see that the sculk sensors no longer function.
