Waxed weathered blocks don't exist in creative inventory, /give command, and I don't know if slightly-weather blocks will change to weathered blocks.

Waxed weather blocks don't NEED to exist because they can't get any more weathered. It'd be redundant.
If you think about it, there is no need for waxed weathered copper blocks to exist! 'Waxed' makes their states not change. Having a block fully weathered won't change its state anyway, as it cannot become any more weathered than it already is.
