[MC-207367] Right Clicking Cakes With Candles In Debug World Causes Candle Item To Drop

This works on both the lit and unlit candle variations of the candle cake blocks. This is inconsistent with other block variations which do not drop any item when broken or the use item key is pressed.

Additionally, debug worlds are not meant to be interacted with (including game mode changes or changing block states), so any issues you find there after interacting will be resolved as Invalid, unfortunately.
