[MC-207527] Sculk sensors activate powered rail, but minecart doesn't move

The bug

Whenever I put a sculk sensor next to a powered rail, and activate it, the rail turns on, but when a minecart is on the rail, it does not move. The minecart does move when activated by something else.

A minecart will only start moving on a power rail when there's a solid block in one direction. Put a solid block on the end of the rail and power it with a skulk sensor on the side and it'll work.
