[MC-208586] Axolotls get stuck and spin constantly on top of lily pads

When on top of a lily pad above water, axolotls get stuck and spin around indefinitely.

This is caused by MC-208735.

To reproduce

Place water
Place a lily pad on top
Spawn an axolotl on top

This also happens with ladders, trapdoors, or anything else with a similar hitbox. It actually keeps them above the water and they eventually die 😞

This happen any of waterlogged things. it spins toward like axolotl drilling on ground.

Lily pads aren't waterlogged, but I guess the issue I originally reported is also covered by MC-208735.

@unknown's claim is incorrect, not all waterlogged blocks are affected. Only in the case where the axolotl is not inside of water. Which is basically the same as MC-208735.
