[MC-208712] Zoom effect in powder snow

How To Reproduce

1.Place a Lava source

2.Place a Powder Snow 3 block abow the Lava

3.Put your head in the Powder Snow and your feet in the Lava

What i expected to happen

Normal Powder Snow behaviour

What happen

The game started zooming

I think i know the probleme: If the player is has the face or feet(Maybe) in the powder snow and the other part of the body in a block that have no collision like lava or cobweb it think that the player is in completly in powder snow

The zooming in seems to just be a feature of Freezing.
