Since Wool being placed, broken or dropped doesn't activate a sculk sensor it would make a lot of sense for the same thing to be applied to carpets since they have the same materials.

I'd call it a bug. An inconsistency issue to be specific. But we have to wait for Mojang / MoJIRA mod team to decide.
Same I consider this a bug to fix, they should have used a material wool checkup instead of a block wool, small mistake
